Responsible Gaming

Introduction

In accordance with regulatory standards and our commitment to responsible gaming, this Responsible Gaming Code of Practice establishes the principles and procedures all licensed operators must follow to reduce gambling-related harm, prevent underage gambling, and promote responsible behavior among players. These guidelines are designed to protect individuals and the broader community from the potential negative effects of excessive gambling.

Foreword

Gaming, also referred to as gambling, involves wagering on games of chance, outcomes, or events with the hope of winning a prize. While it can be a form of entertainment, when done excessively, it may have adverse impacts on the player, their family, and the community.

All licensed operators are expected to provide gaming services responsibly, ensuring that proper safeguards are in place to prevent gambling-related harm, promote awareness, and enforce protective measures including age restrictions and self-exclusion programs.

Definition of Terms

  • Billboard – A large outdoor advertising structure typically found in high-traffic areas.

  • Financier/Loan Shark – An unregulated moneylender who charges extremely high interest rates, often illegally.

  • Gaming – Engaging in games of chance or any activity involving bets, typically within a licensed establishment or platform.

  • Gaming Employment License (GEL) – Authorization issued to an individual allowing employment within a regulated gaming environment.

  • Licensee – An entity officially granted a gaming license by the authorized regulator.

  • National Database of Restricted Persons (NDRP) – A centralized list of individuals who are restricted from entering or participating in gaming activities.

  • Operator – A legal entity, such as a platform or venue, responsible for conducting gaming activities under the terms of a license.

  • Personal Disclosure Statement (PDS) – A declaration containing verified personal and financial information from individuals affiliated with licensed gaming organizations.

  • PDS Database – A secure repository of submitted PDS documents.

  • Problem Gambler – A person exhibiting impaired control over gambling, leading to negative consequences in various areas of life.

  • Problem Gambling – A behavioral condition marked by persistent or recurring gambling despite its harmful consequences. This may include "compulsive" or "pathological" gambling behavior such as chasing losses, lying about gambling, or betting beyond one’s means.

Limited Access Policy

Access to gaming services is restricted in accordance with responsible gaming standards and applicable regulations. The following individuals are prohibited from entering, staying, or playing at any licensed gaming venue or platform:

1.Government Officials – Those directly involved in the operations of government offices or agencies.

2.Members of the Armed Forces and Police – Including personnel from the Army, Navy, Air Force, and national or local police units.

3.Minors and Students – Individuals under 21 years of age or currently enrolled in any educational institution in the country.

Persons Listed in the National Database of Restricted Persons.

4.Gaming Employees (GEL Holders) – Employees holding gaming licenses are not permitted to play in any licensed gaming establishments, to:

  • Prevent conflicts of interest;

  • Avoid potential gambling-related financial issues among staff;

  • Eliminate opportunities for fraud, collusion, or misconduct;

  • Maintain the integrity and public trust in the gaming industry.

Note: Gaming in public and open-access areas is strictly prohibited.

Player Exclusion Program

To support responsible gaming and protect vulnerable individuals, a self-exclusion and third-party exclusion program is available. This initiative allows individuals to voluntarily bar themselves—or be barred at the request of a concerned relative—from accessing gaming services across all licensed platforms and establishments.
